The Item Upgrader in World of Warcraft
The War Within introduced Valorstones, and Harbinger Crests as two currencies to upgrade gear. They can be exchanged at the NPCs who upgrade items, Cuzolth and Vaskarn.
Each item can be upgraded to its maximum level for a given slot at a time. Then, upgrades to that slot will be less expensive. In addition the pity system that was introduced in The War Within lowers extreme chance of winning upgrades.
Upgrades
